2026 APPU Congress

The Asian-Pacific Postal Union (APPU) will convene its 14th Congress in Bangkok, Thailand, from 31 August to 4 September 2026, at the JW Marriott Hotel Bangkok. Congress is APPU’s supreme organ, bringing together all 32 member countries of the Union once every cycle to review its work, chart its strategic direction, and elect its leadership for the years ahead. 

This Congress returns to Bangkok – the seat of the APPU Bureau – with the Bureau serving as host of the Congress for the first time in the Union’s history. 

Congress Week at a Glance

Monday, 31 August – Postal Business Forum, bringing together postal operators and industry partners.

Tuesday, 1 September – Postal CEOs Forum, featuring leadership dialogues among heads of postal administrations across the region.

Wednesday, 2 September – Opening Plenary of Congress in the morning, followed by Committee 3 (General Policy and Management of the Work of the Union) and the Postal Regulations Expert Team in the afternoon.

Thursday, 3 September – Committee 2 (Finance), the APPC Governing Board meeting, and the Asian-Pacific Postal College General Assembly.

Friday, 4 September – Closing Plenary, including the election of the Secretary-General, followed by the APPU Executive Council Constituent Meeting.

What’s on the Agenda

The Opening Plenary sets the tone for the Congress agenda: it opens with an address by the Honorary Chair, the election of the Congress Chair and Vice-Chairs, statements by the Secretary-General and the Director General of the UPU International Bureau, and the presentation of reports on the Executive Council’s work, the Union’s activities, and its finances over the 2023–2026 cycle.

Through the week, Congress Committees take up the substantive business: among the key items for decision are the adoption of the APPU Strategy 2027–2030 – the Union’s first-ever formal medium-term strategy, built around six pillars spanning regional cooperation, digital transformation, business development, capacity building, institutional reform, and sustainability – along with the composition of the Working Groups, Committees, and Expert Teams that will carry it forward.

The Closing Plenary on Friday is where Congress makes its most consequential decisions: the election of the Secretary-General of the APPU for the next term, adoption of Committee reports, and approval of other matters of importance to the Union.

About the Asian-Pacific Postal Union

The APPU is the regional postal union for Asia and the Pacific, tracing its origins to 1961 and formalized in its current treaty form in Yogyakarta in 1981. Headquartered in Bangkok, it operates as a Regional Union under the Universal Postal Union (UPU) framework, with a mission to extend, facilitate, and improve postal relations and cooperation among its 32 member countries. Through its Bureau and the Asian-Pacific Postal College – its training arm, founded in 1970 – APPU supports its members with capacity building, regulatory coordination, and platforms like the Postal Business Forum and CEOs Forum that connect the region’s postal sector with industry and technology partners.

The 14th Congress marks a milestone moment for the Union as it closes out its 2023–2026 cycle and looks ahead to a new strategic chapter for 2027–2030.
